Concerned Authorities of environment in Kerala & their roles
Forest Department is one of the few oldest and important administrative organs of the State with its Headquarters at Thiruvananthapuram. The Hon'ble Minister for Forests is Shri. A.K Saseendran
The forests of Kerala will be managed with the following objectives;
- To conserve and expand unique and complex natural forests of Kerala for posterity, in particular with regard to water; biodiversity; extent; productivity; soil, environmental, historical, cultural and aesthetic values, without affecting their ecological processes
- To increase the productivity of forest plantations through appropriate management interventions and use of modern technology to meet the needs of the present and future generations.
- To increase the tree cover both inside and outside the forest to meet the timber & non-timber demands of the society.
- To conserve, maintain and enhance the existing gene pool of the state for posterity.
- To reduce pressure on forest through appropriate interventions.
- To meet the livelihood needs of tribals and other forest dependent communities.
- To sustainably conserve and manage biodiversity-rich and sensitive ecosystems such as mangroves, sacred groves, coastal areas, wetlands, homesteads, private plantations etc. which are outside the control of the Forest Department.
- To improve the standard of living of the forest dependent tribals and village communities
The Directorate of Environment and Climate Change (DoECC)
The ‘Environment Department’ came into existence in the year 2006 by delinking the subject Environment from the Science, Technology & Environment Department. The primary concerns of the Department are implementation of policies and programmes relating to conservation of the State’s natural resources, its biodiversity and the prevention and abatement of pollution. While implementing these policies and programmes, the Department is guided by the principle of sustainable development and enhancement of human well-being.
The Directorate of Environment and Climate Change (DoECC) under Environment Department was constituted in December, 2010. The Directorate is the nodal agency in the administrative structure of Environment Department for the planning, promotion, co-ordination and overseeing the implementation of Central and State environmental protection and conservation policies and programmes. The Directorate also serves as the nodal agency in formulating climate change related schemes, plans, programmes and their execution. Shri. Pinarayi Vijayan (Hon'ble Chief Minister) is the current minister incharge for department.
The main functions of Directorate are:
- Take up State level environment development programmes and implement them in collaboration with appropriate agencies;
- Coordinate the programmes for the revision and implementation of State Action Plan on Climate Change (SAPCC), set up Climate Change Cell at various sectors;
- Exercise administrative control of all environmentally related authorities / institutes being established in State;
- Conduct environmental appraisal at planning level related to the development schemes of the State Government;
- Coordinate the environmental awareness and incentives programmes in education institutes and society to evoke the responsibility of individuals to respect, protect, and preserve the environment.
- Encourage the environmental research and development to broaden the knowledge and to develop new sustainable novel technologies.
Kerala State Council for Science, Technology and Environment (KSCSTE)
It is an autonomous body under the Ministry of S&T, Kerala, constituted in November 2002 to be an agency for change and development through Science and Technology. Formerly it was the Science, Technology and Environment Committee (STEC), established in 1972 in concurrence with the Science Policy of Government of India. The council promotes and activates programmes for increasing the stock of knowledge in science, and fine tunes policies which are significant and for the sustained development of humanity. The council prepares the road map for development through scientific research and innovation in technologies. Achieving excellence in basic research, academia-industry interactions, strengthening indigenous initiatives, and building strong infrastructure and developing a high quality science education system in the state are our targeted goals. This has been achieved through various schemes and programs and by the R &D organisations established by the council.
KSCSTE has a State Council headed by Shri. Pinarayi Vijayan, Chief Minister of Kerala and an Executive council chaired by the Executive Vice President (EVP).

- Plan and formulate science technology and innovation policy pertaining to the development of the Kerala State
- Create excellence in basic as well as applied research
- Establish strong infrastructure for research in Science, Technology and Environment
- Develop a high quality Science Education system in state
- Propagate the application of Science and Technology
